Maryland Natural Resources Police Blotter

Charles County – On Saturday, August 4, at 9:22 p.m., the Maryland Natural Resources Police (NRP) arrested Richard Emmitt Basye, 37, of Stafford, Va. with operating a motor vessel while under the influence of alcohol on the Potomac River off of Aquia Creek.

Basye was stopped at 8:35 p.m. for operating his vessel without proper navigational lights after sunset. Basye displayed signs of intoxication and after failing several field sobriety tests, was placed under arrest and transported to the Maryland State Police LaPlata Barrack. Basye took a breath test, which registered a blood alcohol concentration of .12 percent.

Basye was issued citations for operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol, operating a vessel while under the influence of alcohol per se, and operating a vessel without proper navigational lights. He was released on his signature to a friend.

Charles County – On Sunday, August 5, at 11:59 p.m., the Maryland Natural Resources Police arrested Jeremy Michael Plemons, 26, of Marbury with operating a motor vehicle while under the influence of alcohol on Route 224 at Sweden Point Road.

NRP stopped Plemons at 11:45 p.m. for driving his vehicle without rear lights illuminated. Plemons displayed signs of intoxication and after failing several field sobriety tests, was placed under arrest, and transported to the Maryland State Police LaPlata Barrack. Plemons submitted a breath test, which registered a blood alcohol concentration of .10 percent.

Plemons was issued citations for driving under the influence of alcohol, driving while impaired by alcohol, driving while under the influence of alcohol per se, negligent driving, failure to produce license on demand, failure to produce registration on demand, and failure to display rear facing red lamps. He was released on his signature.

Garrett County – On Monday evening, August 6, Maryland Natural Resources Police charged four West Virginians with alcohol violations in the white water camping area of Savage River State Forest. NRP was in the area on daily patrol and observed a group of individuals with a large amount of alcohol, setting up camp.

Derick Robert Lee Murphy and Charles Henry Shugars, both 20, and of Keyser, W.Va., were charged with possession of an alcoholic beverage by a person under 21 years of age. Christopher Steven Keyes, 21, of Piedmont, W.Va., was charged with furnishing alcoholic beverage for underage consumption. A 15-year old juvenile boy, of Keyser, W.Va., was referred to the Department of Juvenile Services.

Washington County – On Sunday, August 5, at 5 p.m., the Maryland Natural Resources Police arrested Nicholas G. Walker, 46, of Myersville, with possession of marijuana at the Greenbrier State Park Lake.

NRP observed Walker and a female individual suspiciously passing a cigarette-like item between the two rented rowboats as they rafted together on the lake. As NRP approached, Walker began rolling the item between his fingers and subsequently destroying it. Once on shore, Walker attempted to remove a small container from his shorts pocket. NRP found a marijuana cigarette in the container. He was charged with possession of a controlled dangerous substance (CDS), marijuana.

Walker was taken before a Washington County District Court Commissioner and released on his own personnel recognizance.

Worcester County – On Monday, August 6, at 8:30 p.m., the Maryland Natural Resources Police arrested Robert J. Griffiths, 29, of Key West, Fla. with operating a motor vehicle while under the influence of alcohol on Route 611 at Assateague State Park.

NRP stopped Griffiths for driving 53 mph in a posted 30 mph speed zone. Griffiths displayed signs of intoxication and after failing several field sobriety tests, was placed under arrest. He was charged with driving under the influence of alcohol, driving while impaired by alcohol, exceeding maximum speed limit and driver not restrained by a seatbelt.

Worcester County – On Tuesday, August 7, at 12 a.m., Maryland Natural Resources Police charged five Delawareans for alcohol violations in the campground of Assateague State Park. NRP checked the site after discovering a vehicle parked in the campsite not displaying a registered camper tag.

Eighteen year-olds Peter P. Roenke, of Fenwick Island, Del.; Charles W. Cole, of Ocean View, Del.; Daniel J. Kleinstuber, of Selbyville, Del.; and Arthur E. Davidson, of Dagsboro, Del. were charged with possession of an alcoholic beverage by a person under 21 years of age. The fifth individual, a juvenile of Ocean View, Del., was referred to the Department of Juvenile Services.
