Two Hearings Scheduled for 2007 Freshwater Fishing Regulations

ANNAPOLIS  — The Department of Natural Resources (DNR) announced today that there will be two public hearings on the Department’s proposed 2007 Freshwater Fishing Regulations.  The first will be held on Tuesday, September 5, at 7 p.m., in the theater at Allegany College in Cumberland, located at 12401 Willowbrook Road.  The second will be held Monday, September 18, at 7 p.m., in the C-1 Conference of the Tawes State Office Building in Annapolis, located at 580 Taylor Avenue.  Anyone interested in providing comments on any of the proposals is welcome to attend.

The proposed 2007 Freshwater Fishing Regulations include: 

  1. Amend closure dates for Put-and-Take Trout Fishing Areas for 2008:

  2. The existing Delayed Harvest Trout Fishing Area on the upper Savage River in Garrett County from Poplar Lick upstream to Merrill’s Bridge at Westernport Road will be removed.  A Zero Creel for Brook Trout Area will be established in this section and on all tributaries to the Savage River upstream of the Savage River Reservoir dam.  The Zero Creel for Brook Trout Area will have daily and possession limits of 2 for other trout species in aggregate; there will be no closed season; tackle will be restricted to artificial flies and lures only; and no bait will be allowed.  There will be no stocking in the Zero Creel Brook Trout Area; stocking will remain as before on areas not included in this regulation.
     
  3. Modify the existing Put-and-Take Trout Fishing Area on the Youghiogheny River at Friendsville and add a Delayed Harvest Trout Fishing Area.  A newly defined Put-and-Take Trout Fishing Area will extend from the upstream side of the Route 42 Bridge downstream 0.4 miles to a site 50 yards downstream of Maple Street (at the confluence of Minnow Run).  The Delayed Harvest Trout Fishing Area will extend from the confluence of Minnow Run downstream to the gas-line crossing upstream of Youghiogheny Reservoir.
     
  4. Regulations for the use of gigs, bow and arrow, dip nets and spear guns have all been standardized.  These fishing gears can be used to catch all fish species except all trout species, walleye, striped bass, striped bass hybrid, northern pike, muskellunge, muskellunge hybrids and largemouth and smallmouth bass.  Dip netting regulations were clarified to state that they may not be used on Put-and-Take or Special Trout Management Areas.
     
  5. The regulation for the culling of trout was modified to clearly define when a trout is in possession.  A trout is deemed to be part of a daily and possession creel limit if it cannot freely swim away from the angler.
     
  6. The dam on the pond at Stansbury Park in Baltimore County was added to the list of Dividing Lines between Tidal and Nontidal waters.

DNR Inland Fisheries management activities are supported by the Sportfish Restoration Program (Dingell-Johnson/Wallop-Breaux) funds, and by fees from the sale of freshwater fishing licenses and trout stamps.

All interested parties are invited to attend and give their views.  Sign language interpreters and other appropriate accommodations for individuals with disabilities will be provided upon request.  One-week advance notice is requested and appreciated.
