AGFC accepting proposals from marina operators
LITTLE ROCK - The Arkansas Game and Fish Commission is accepting proposals from qualifying state, county, local, and private marina operators for funding under the Boating Infrastructure Grant Program. 

The program is administered by the U.S. Fish and Wildlife Service and provides matching funds for the development of facilities capable of accommodating boats exceeding 26 feet in length. 

Docking and mooring facilities; public restrooms and pumpout stations; channel markers and buoys; dockside utilities; retaining walls and erosion control structures; and other facilities meeting the special needs of large transient vessels are eligible for this funding.

Proposals can be submitted for two “tiers” of funding. Tier 1 funding is available for requests of up to $100,000.  Funding under Tier 1 is capped at $100,000 statewide.  Proposals for Tier 1 funds will be evaluated by the AGFC and the agency could award the full $100,000 to one project or divide the funds between several qualifying projects.

Tier 2 proposals, evaluated on a nationwide competitive basis by the USFWS, have no cap; however, program funding is limited to approximately $8 million. Both Tier 1 and Tier 2 require a 25% cash or in-kind contribution from the grantee. 

Prior to award, the grantee will be required to comply with all regulatory requirements including obtaining Section 404 permits, clearance from the Arkansas Historic Preservation Program, and evaluating the project for environmental and endangered species impacts.

Proposals are due to the U.S. Fish and Wildlife Service by Oct. 28, 2005, and must be submitted through the Arkansas Game and Fish Commission.  Those interested in applying for Tier 1 funding should submit a letter of inquiry outlining the scope of the proposed project and estimated budget by Sept. 30, 2005, to Kris Rutherford, Grants Supervisor, Arkansas Game and Fish Commission, #2 Natural Resources Drive, Little Rock AR 72205, telephone (501) 223-6398.  Those interested in Tier 2 funding should send a letter of inquiry to the same address; however, the deadline for receipt is Sept. 16, 2005.
