GROUPER FISHING RULES DIFFER IN STATE-FEDERAL GULF WATERS August 10, 2005 Recreational grouper bag limits in state waters haven’t changed; in federal waters in the Gulf of Mexico, they have. Federal waters begin nine nautical miles offshore in the Gulf. A nautical mile is 6,076.115 feet as opposed to a statute mile, which is 5,280 feet. In Gulf state waters, the daily bag limit for grouper is five, only two of which can be red grouper. The new bag limit in federal waters in the Gulf allows three grouper, only one of which can be red. Also, Gulf federal waters are closed to grouper harvest throughout November and December, but there is no closed season in state waters.
