Coastal Zone Permit Not Needed for Premcor Sulfur
Reduction Project
Department of Natural Resources and Environmental Control Secretary John
A. Hughes has determined that Premcor Refining Group does not need a Coastal
Zone Act Permit for a mandated EPA Tier II sulfur reduction project at its
Delaware City refinery.
The project requires Premcor to install and utilize new equipment to remove
sulfur from gasoline at the refinery. The proposed activity will reduce air
emissions at the refinery as well as in the automobile exhaust in and around
the coastal zone. The activity will not result in any production increase of
existing products or new products.
Anyone wishing to appeal this decision to the State Coastal Zone Industrial
Control Board must do so within the 14-day appeal period following public
notice of this status decision which was published June 1, 2005.
Applications for filing an appeal are available from DNREC by calling Dennis
Brown at (302) 739-9909. There is a $100 application fee. If no appeal is
received within the appeal period, this decision becomes final.
